It seems like whenever I try to do a little paint job it always never is. So I sanded the top edge of my core support, cleaned it off with air then carb cleaner. Wipe it down and some more air. Temps are at least 60 degrees in the metal and the garage. I do 2 light coats of rattle can and the paint does this little pool thing here and there where it seems the paint won't stick or at least is resisted. It looks like the veins in my hand kind of. Anybosy know what I am talking about? What am I doing wrong here???

Silicone or (probably) oil contamination. I'm guessing it's coming out of your air compressor. Carb cleaner isn't a very good final wipe solvent either.

Get over to Menards or Home Depot and get a quart of Acetone, some disposable latex/vitrile gloves and a painter's Tack Rag.
1 - clean/sandblast/wire brush whatever
2- blow off dust (ok this step)
3 - put on gloves (keeps skin oil off, and saves hands from solvent)
4 - use a lint-free cloth (old T-shirt), wipe down with acetone
5 - wipe down with tack rag
6 - prime/paint

Ahh...I knew there was a reason I had some acetone in my garage. You won't need to tell me twice to go to Menards either. Thanks as always John for your quick and detailed response, I owe you one again!
