Need some painting advise for steel rims?

Would like to have my rims painted regal red.  2 rims are currently gloss black. 1 is powder-coated black.  And 2 others were recently sandblasted and are being  etch prime and  primed with high build urethane primer.

On the 2 that are painted and the 1 that is powder coated, Just the outside will be painted the regal red.  So does this need to be primed and painted or just sanded and painted?

The other two that will be first painted gloss black and then the outside painted red.  Thanks

You will probably need to blast the powder coated wheel as I don't think paint sticks to it very well. The other 2 should just need a good sanding and paint.

Try one of the powder coating shops that are the clubs sponsors. There are a thousand different shades of red powder now that you should be able to compare the right color and get them coated.
