Why not break it in and tune it on a dyno ?? Then he would have real numbers to show for torque and hp to enhance what is there. Could be a steal or a bust...dunno

 He's got both the Weber carbs and the Inglese injection. Either way, you'd have to be into the tuning to really make it work.

I'm into that stuff so I could justify it, if it were me. I can see where not many would be into that, though.
