Proportioning valve question

My brake system proportioning valve has a small plunger on the rear side that used to covered by a rubber boot which has long since detiorated. I was wiping it off the other day and now I get a very slow drip out of the plunger. Anyone know the purpose of the plunger and how one would stop the drip? :heads...
